DEVELOPMENT OF BULGARIAN E-GOVERNMENT

Annotation

The article considers the history, major practical achievements and perspectives of Bulgarian e-government. Analyzed are the goals and objectives set in strategies in the past 10 years. E-government can not be limited to administrative services, electronic documents and signatures, the technological aspects of information technology. It is noted inadequacy between goals, characteristics of governance and methods used to establish e-government.

Compared are the European Action Plan on eGovernment and Bulgarian General strategy for eGovernment 2011-2015,  European initiatives included and not included in the Bulgarian strategy. European and Bulgarian perspectives of e-government projects are discussed.
