Annotation
The article examines the concept of EGovernment as an umbrella term for the following: application of information and communication technologies in state government; immediate result of their operation;changes in the state apparatus caused by the introduction of these technologies, changes in state government under the influence of new technologies, legislative drafting methods to create rules designed to operate in a virtual environment. The article reveals the legal nature of EGovernment and its historical development. The main part of statement is dedicated to the European experience and more precisely European Union policy - aimed at building a common framework for e-government. The main part of the presentation is dedicated to the European experience and, to be more specific – to the European Union policy in relation to creating a common EGovernment framework.
