Annotation
This article deals with the parliamentary dominant model of direct democracy in Bulgaria. The author reveals the reasons why direct democratic forms of civil engagement in the political process are put into practice so rarely; he focuses on the role of the National Assembly and the President.
The purpose of this article is to bring forward for discussion an idea, which lately has gained popularity: tostrengthen the position of the President in the direct democracy as a form of government. To this end the author provides a critical review of the legislation in force, a presentation of theoretical and comparative opportunities for participation of the President in the direct democratic model and a study of the potential for their introduction in Bulgaria in order to improve the constitutional model.
