The EU's Common Foreign and Security Policy (CFSP) is directly linked to the Union's visibility on the international political stage and its quest to be more than an economic giant, which in itself is sufficient to justify the relevanceof the topic. The purpose of this study is to trace and analyse chronologically the legal basis of CFSP putting the emphasis on the instruments and the role of the institutions, thus examining an undoubtedly political issue through a legal prism. The intention is to prove that CFSP is not only at the level of state leaders’ political rhetoric at European Councils but has a strong normative base that is constantly being improved. It is precisely the development and improvement of the legal framework of the common foreign policy that serve as a guarantee or at least an opportunity for its validation and for the unfolding of its potential.
