Annotation
This paper represents a brief overview of three legal definitions – access to public information, re-use of public sector information and open data. They are an evolution of the fundamental right to information, they are occurring one after another and gradually develop the legal opportunities that are guaranteed to the citizens by the right to information.
It is also demonstrated the dynamic relation between open data and electronic government, in which each element is grounded to the other and they are both mutually developing. On this basis, the open government concept is adding the effective public control to the open data.
