Annotation
The Convention on the Rights of the Child (CRC) does not define the term "alternative care". The latter can be defined as providing care for a child who needs it. Such a need exists when parents are unable or unwilling to fulfill the duty of care. Article 20, paragraph 2 CRC does not exhaustively list the forms of alternative care, which further complicates the determination of the content of the expression used therein.
