Waste management is considered in the wider context of the European Union policy on environmental protection, synthesized in Art. 191-193 of the Treaty on the Functioning of the EU ("TFEU"). It is based on the principles of precaution and prevention, priority removal at the source of environmental pollution and "the polluter pays".
