The Theory of the second actor is intended to explain how an invalid administrative act can give rise to a legal consequences. The theory provides a solution to resolving the question of the validity of the subsequent administrative act. The purpose of this article is to present The Theory of the second actor, to explain its nature, to clarify what is meant by "collateral challenge" and, in conclusion, to try to answer the question whether this theory could find application in Bulgarian administrative law theory and practice.
