This paper describes the development of the concept of pan-European electronic identification, which is enabler for the deployment of cross-border electronic services within EU. The development of this concept has two main periods. The first period is characterized by the efforts of the Commission to coordinate the actions of the Member States, focusing on technical compatibility between national schemes for electronic identification. Despite all efforts and measures, a pan-European system is not created. This led to a change in the approach of the European Commission. In 2012 a proposal for a regulation was published. The adoption of proposal will make obligatory the acceptance and recognition of means of e-identification issued by other Member States if they meet certain conditions.
