Into the objective systematics of Code on Administrative Procedure (CAP), the Bulgarian legislator is set the leading position of considering and resolving of proposals and signals of citizens and organizations. The procedure of proposals and signals is untypical, but it complements the others procedures, by giving all but „last procedural opportunity“, the problem, as it is formulated in the mental picture of private legal subject, to be resolved in the field of administration. The practical applicability of the systematic approach in the current study, based on different legal sources, will be manifested as in the improvement of the work of the administration with the elucidated objective envelopment, as well in the increasing the trust of citizens and representatives of the private sector in it.
