Annotation

The articleexamines the conditions for entering into an agreement under Art. 20 of APC between the administration and other stakeholders. The author addresses the following questions:

• in what cases can the administrative authority enter into agreement under Art. 20 of APC, acting in the conditions of discretionary powers, of circumscribed powers, or both;
• is it possible to enter into agreement under Art. 20 of APC with respect to general, or normative administrative acts;
• requisites required for entering into agreement,
• forming the will of the entities who may enter into the agreement.
